Find a driveaway agency. These connect people who have cars that need to be moved with other people such as yourself that want to drive long distances. The agency collects a fee from both the car owner and the driver, and the owner reimburses the driver for the driver’s fee when the car is safely delivered. I used one of these decades ago with satisfactory results.

Not an expert.

The rental agency has to pay for return of the car; it’s registered in one state and has to be driven in that state. The surcharge is to cover that expense. I doubt that you’ll find any agency that will waive it.

Call them back and ask them to put you on a waiting list for 1-way rentals………

If I understand your question, you plan to stay in Florida and leave the vehicle there ???

If so then what I said will work because I have done it many times when the planes could not take off due to bad fog conditions and the rates were between $150.00 to $200.00.

These rental places always have vehicle that need to get back to their original home and this is what you are looking for.

With very few exceptions it’s always a lot cheaper to rent a car from a local office than it is at the airport and as you know it’s a lot cheaper to do a round trip than a one -way rental.
Example Hertz:

One way PU ORD -Ret 1700 Ocean Blvd Santa Monica CA $868.00
Ford Focus 7 day rental PU & RET to 35 E.Plainfield Rd Countryside IL -Spend 2 bucks on the bus going down Mannheim Rd from ORD-

PU Countryside RET Santa Monica $868.00
One more thing ;
If you fly back you will be missing driving thru the most spectacular scenery in The West, Utah’s five National Parks and Rocky Mtn NP

National is the best for one ways…check age restrictions and ask them to waive the mutiple driver fee if you aren’t going alone.

I rented one way from florida to louisiana from national car rental a few months back and it was extremely affordable
